1) Arterial roads are high-capacity roads delivering traffic from collector roads to freeways and expressways and between urban centers.
2) Collector roads are low-to-moderate capacity roads moving traffic from local streets to arterial roads. Collector roads typically access residential areas.
3) Local streets are thoroughfares among residences and buildings along which people may move, interact and assemble.
