Caltrans' sound
wall program in the Los Angeles area is the largest in the nation. The
program began in 1973-1974, after state and federal agencies adopted a formal
policy and criteria for construction of noise barriers to reduce the impact of
freeway noise on nearby residents. Currently, areas where outside hourly noise
levels exceed 67 decibels are eligible for sound walls, provided it will achieve
at least a 5-decibel reduction in noise. Of the more than 150 miles of wall
completed statewide in California (as compared to 210 miles for the other 49
states combined), more than 112 of those miles line the freeways in Los Angeles
County.
