In 1990, the Federal Highway Administration found that 68.2% of California drivers exceeded the 55 mph speed limit on urban interstates. The percentage decreased dramatically as the speed picked up. Only 34.3% were willing to exceed 60 mph and only 13.8% exceeded 65 mph.
