1 The Aid to Families with Dependent Children (AFDC) social welfare program ended with 1998. With passage of the Federal Personal Responsibility & Work Opportunity Act of 1996 and California's subsequent implementation of the California Work Opportunity & Responsibility to Kids Act (CalWORKs), recipients of aid were required, beginning in 1999, to participate in CalWORKs directed work related activities.
