Assemblymember Nell Soto served in the Assembly from 1998 ot 2000 then in the California Senate from 2000 to 2006. Prior to her election to the Assembly in 1998, she served on the Pomona City Council for 12 years. She was also the first Latina to be elected to the South Coast Air Quality Management District and the first woman to represent the Inland Empire in the California Assembly.

Nell Soto's late husband, Philip Soto, served two terms in the State Assembly from 1962-1966. He was one of the first Latinos elected to the state legislature.
