Cities of Los Angeles County
Los Angeles County has 88 municipalities, each
with a city council and mayor. Whereas 22 of these cites elect a
specific mayor at-large (Avalon,
Azusa, Baldwin Park, Carson, Compton, El Monte, Gardena, Hawthorne, Inglewood,
La Verne, Lancaster, Lawndale, Long Beach, Los Angeles, Monrovia, Palmdale,
Pasadena, Pomona, Redondo Beach, San Dimas, South El Monte and Torrance),
the remaining 66 cities have mayors who are actually elected city council
members and who, on an annual or semi-annual rotational basis, each serve in
the role of mayor and vice mayor (or Mayor Pro Tempore). Most city
councils have five council members, with the exception of the cities of Los
Angeles (15), Long Beach (9), Santa Monica (7), Pasadena (7), Pomona (6),
Torrance (6), Compton (4), and Inglewood (4). A few cities have city
councils whose members represent specific districts (Alhambra, Bradbury,
Compton, Downey, Inglewood, Long Beach, Los Angeles, Pasadena, Pomona, and
Redondo Beach). All other city councils are elected at-large. Almost all city
governments in Los Angeles County have an elected City Clerk and City
Treasurer. The largest city in the county, Los Angeles, also elects a
City Attorney and City Controller.
Because the 458-plus city council members and
mayors in Los Angeles County are constantly shifting and changing, it proved difficult to keep our own roster of mayors and city councils
current . We
therefore now simply list City Hall contact information and Internet links to obtain current rosters and contact information.

In February 2002, the City of
Compton saw one mayor, then another, then the first one again. In a controversial
ruling, Superior Court Judge Judith Chirlin reversed the results of the June
2001 Compton city election that installed Eric J. Perrodin as
Mayor and Leslie A. Irving as a City Councilwoman. Defeated incumbent
mayor Omar Bradley was ordered reinstalled as mayor and Melanie
Andrews installed to replace Irving. In response to Bradley's lawsuit to
reverse the election results, Judge Chirlin's ruled that Compton's City Clerk
failed to randomly list the names of candidates on the ballot as required by
law. Perrodin's name was listed first on ballots, giving him enough of an
improper statistical advantage to determine the outcome (Perrodin won by only
281 votes). Chirlin's ruling was
believed to be largely influenced by testimony of an Ohio State University
political scientist who had done research on voter responses to the order of
candidates listed on ballots. Two weeks later, the California Appellate Court
sided with Perrodin and reversed Judge Chirlin's ruling, reinstalling Perrodin
to the mayor's seat. As for Councilmember Irving, Judge Chirlin ruled that
although Irving too had
been improperly listed first on ballots, she had enough of a lead where the
election outcome would not likely have been different. Chirlin ruled, however,
that Irving and members of her family committed election fraud by
knowingly registering non-citizen voters and soliciting votes from absentee
voters. The Irvings then lied about these acts in court. Upon Irving's removal
from office, Chirlin ordered that Irving be forever disqualified from holding
public office in California. |
