Literacy in Los Angeles County According to the Literacy Network of Greater Los Angeles, 1.8 million or 27% of adults in Los Angeles County cannot read or write. The Network reported in 1999 that the lowest levels of literacy are generally concentrated in central and south-central Los Angeles. Downtown Los Angeles ranked last with 66% of residents ranked in the lowest literacy level. By contrast, 81% of Beach Cities-Palos Verdes residents ranked in the highest literacy level. The Literacy Network of Greater Los Angeles is a network of literacy advocates and service providers in L.A.
